Abstract

Semi-presidentialism in Portuguese version: non-diarchic executive and presidential activism – Particularly challenging over time has been the definition of the Third Republic's Portuguese form of government established under the 1976 democratic Constitution. It is a sui generis system that according to the common view belongs to the semi-presidentialism model. The practical declination of the Portuguese form of government is largely a result of the structure of the party system and, above all, of practices and conventions concerning the role of the President of the Republic, endowed with significant powers capable of influencing the political system. The Portuguese President does not hold governmental functions, but neither is he a ceremonial or symbolic President.
