The Portuguese Case: atypical regionalism and sanitary emergency – The focus of this paper is the Portuguese institutional answer to the pandemic crisis, observed from the point of view of the territorial and political decentralization. Portugal has a strongly centralized structure, and the emergency policy has been dominated by the Executive. The centralized management of the sanitary crisis has eroded the autonomy of the local authorities, although this erosion has been supported also by the Constitutional judges.
