The contribution of the interinstitutional conferences in the response to the Covid-19 pandemic: the experiences of Germany, Italy and Spain compared – The Covid-19 pandemic has put to the test the resilience of federal and regional States, highlighting the fragility of those systems based on rigid divisions of competences between levels of government. Indeed, experience shows that those legal systems which, at the outbreak of the pandemic, were equipped with consolidated mechanisms of interinstitutional collaboration (such as Germany), proved to be better prepared to absorb the impact of the crisis, showing greater resilience. On the contrary, those systems that were not equipped with such mechanisms (such as Spain) have been more exposed to the traumatic consequences of the crisis and had to experiment with innovative solutions. In the middle lies Italy, which has neglected the well-established mechanisms at its disposal, preferring to undertake alternative paths. But which were the outputs of these experiments? And which will Covid’s legacy be for federalisms and regionalisms?
