In constitutional systems, the extension of the legislative powers of parliaments is the result of historical, legal, institutional and economic factors, the synthesis of which determines the contours of legislative power and the framework
within which it is exercised. In particular, parliaments encounter more and more difficulties in addressing and managing the growing complexity, the purely technical character and the speed of many of the developments taking place in the contemporary world: globalization, emergencies, technological revolution, proliferation of organizations and authorities. Through a historical and comparative reconstruction, the article highlights how Parliaments have undergone irreversible transformations that have profoundly changed their logic and balance of power.
