Multilevel systems and cooperative principle in the pandemic emergency – The essay describes the institutional trasformations in the decentralized states during the pandemic crisis. The subnational levels have suffered from a significant shift in policy competences in favor of the central power. The ordinary mechanisms of cooperation failed especially in the regional states whereas in the federal states informal instruments of cooperation took place.
