Framework laws on climate change in EU Member States: a comparative overview – In recent years an increasing number of States around the world have adopted framework laws establishing legally binding greenhouse-emissions reduction targets. Although these laws share some common elements, many differences stand out as regards the role of parliaments, the justiciability of the reduction targets etc. Given this context, the paper undertakes a comparative analysis of the framework laws adopted by EU Member States, in order to establish which legal solutions offer a stronger support to climate action. The outputs of this analysis will finally allow to rank the climate framework laws along a legal-force scale.
