Abstract

Abstract: When the exception is necessary (and constitutional): the Spanish Constitutional Court validates the application of exceptional measures in Catalonia – On 2nd July 2019 the Constitutional Court of Spain ruled on the application of art. 155 of the Constitution in Catalonia, establishing that all the “exceptional” decisions adopted by the Spanish Government were coherent with the constitutional framework. In fact, the Rajoy Executive and the Senate could not but put them into force after an illegal referendum was celebrated there on 1st October 2017 and independence from Spain was proclaimed. Nowadays, the relationship between Spanish and Catalan institutions remains tense and no (political) solutions seem to appear on the horizon, as long as the secessionist challenge will
be carried on.
