Abstract

The refusal of assent to bills, between presidential powers and influence on comparative forms of governmentThe article examines the presidential refusal of assent to bills adopted by Parliaments in some parliamentary, semi-presidential and presidential forms of government. In particular, it will be highlighted that this power deals with different issues, such as formal constitutional provisions, the legal and political reasons that justify it, the “addressee” of the refusal and, finally, the consequences that this important device can produce on the concrete and political developments of the forms of government, as enshrined in different Constitutions.
