Abstract

The present paper purports to examine the role of the Head of State within the law-making process in states with a presidential, semi-presidential and parliamentary government. The approach will be one in which the main countries adopting such types of government will be analyzed. The final aim is that of understanding whether a major role of the Head of State within the law-making process is present only in presidential, and semi-presidential governments; and whether such a role can constitute a distinctive feature able to characterize a government.
