Municipal autonomy in the Mexican Federal System

Abstract

The decentralization process in Mexico has made significant progress with the empowerment of local and State governments. All Mexican States are divided into municipalities and each municipality is considered autonomous. Nevertheless, the Mexican case makes clear that the transfer of  greater powers to subnational governments does not necessarily imply an increase in their institutional capacities. Despite advancing on decentralisation in Mexico, municipalities are in fact still limited in their fiscal autonomy.
