Il pairing nel Parlamento italiano e le ragioni del suo fallimento: una prospettiva di diritto comparato.

Abstract

Pairing agreements in the Italian Parliament and why they failed: a comparative law perspective Pairing agreements are a parliamentary practice of long tradition to whom the Italian Parliament (among others) made recourse during the pandemic in order to ensure the ( continuity of its proceedings.
Despite their relevance, pairing agreements seem to be under theorised; particularly, existing studies predominantly refer to the English case, facing the risk of over generalising their findings and underestimating the dangers inherent in such practice. This article aims at providing a better and more nuanced description of said practice, by framing it in a wider comparative perspective and at showing its incompatibility with the Italian parliamentary law system.
