Human Rights Cities: the Human Rights-Based Approach for the Local Governance
Abstract
The focus is on the emerging role of Human Rights Cities in promoting human rights through new local governance tools. The concept has become regulatory since the Gwanju Declaration on Human Rights City (2011). Clearly stated is also the Goal 11 of the 2030 Sustainable Development Agenda – UN of 2015. The evolution is on the relationship between participatory democracy and human rights, as well as between rights and resources. This paper considers the path developed by the European Charter in 2000 and the Global Charter Agenda in 2011, as well subsidiary practices challenging traditional forms of governance: new scenarios are open in the comparative institutional perspective.
