This paper aims to investigate the connection between environment and economy, capable of leading to integrated paths. This approach would ‘revitalize’, in the Italian legal system, art. 41, paragraph 3, Const. which can be approached with the so-called Blue economy, a model beneficial to the environment and the economy in terms of regeneration and savings. All this against the backdrop of the very recent reform of Article 41, which directly promotes the coordination between economic activity and environmental purposes. It will look at the goals of environmental protection as functional to the economic development, in the broader perspective of circular economy goals. As a useful comparison, the constitutional coverage of these values within the Basic Charters of Belgium and France - which elevate environmental protection to a positive, and no longer negative, limit to economic interest - will be analyzed.
