Abstract

Health Crisis and EU long-term Budget in the perspective of the European Federalizing Process – The health emergency confronted European policy makers with an unprecedented situation as they discussed the Union's 2021-2027 Multiannual Financial Framework. The paper investigates if the decisions taken at the end of 2020 can be seen as a step forward in the EU federalizing process. After a brief introduction, the second paragraph summarises the steps of the negotiations that led to the approval of the Next Generation EU. The third section focuses on the revenue side of the budget, underlining the importance of the common debt and investigating the prospects for the introduction of new own resources. The fourth section questions the possibility of finding a coherent political direction in the Union's spending choices and explores the conditionality mechanisms related to the use of resources, including the mechanism to protect the rule of law.
