Local government in European federal and regional systems before, during and after the pandemic – Nowadays, cities are considered amongst key-spaces to promote the undeferrable transition to achieve the objectives of the European Green Deal, and are involved in the first climate action initiatives of the EU climate law. To this end, cities become the spaces where challenges on climate change (clean energy and mobility), digitalization of the public administration and artificial intelligence for smart cities, sustainable growth and cohesion through a circular urban economy model, social inclusion and the fight against poverty take on a European dimension. Moving from the aforementioned assumptions, the article addresses the evolution of local government in European federal and regional systems within three time frames related to the current Pandemic: 1) ‘before’ (from the 2008 crises to the declaration of the state of emergency); 2) ‘during’ (contemporary issues); 3) ‘after’ (not as the end of the emergency, but as the period in which the NRRPs will produce effects within the Next Generation EU).
