Abstract

The fight against public corruption in
post-communist Hungary is mainly entrusted to criminal law. A good number of criminal judgments for events of political-administrative corruption have been pronounced. The European
anti-fraud office (OLAF) also investigated Hungarian cases. However, the level of perception of corruption in public administration remains high. The paper examines these aspects,
highlighting the criticalities of the Hungarian system of combating corruption also in relation to the alternative institutional forms of corruption prevention s well as the 2018 constitutional
reform on administrative justice, the role of the Ombudsman and the legislation on whistleblowing. Finally, the essay tries to identify possible paths for the improvement of the
 egislative/regulatory framework and of the application practices in the anti-corruption sector.
