The European ascent of trade union ordinances – The health emergency from Covid-19 has indirectly granted space to regulatory sources and actors who were completely relegated until recently. The trade union ordinances, which find their basis in the Consolidated Law on Local Authorities and in the specific provisions dictated on health matters, have acquired considerable depth, especially in the first months of the pandemic. It should be noted that in some European legal systems, territorial ordinances have been of importance for some time. This contribution intends to compare the Italian legal system in this sense with two foreign legal systems (France and Spain), placing the emphasis not only on the differences between them, but above all on the shortcomings presented by the first.
