The dynamics of devolution: the UK after Brexit and during pandemic – The Covid-19 pandemic and the United Kingdom’s withdrawal from the European Union constitute the two greatest challenges faced by the UK devolution in contemporary times. The Covid-19 pandemic has highlighted the capacity of the devolved governments to make different decisions in devolved areas of jurisdiction, but they remain unable to control what happens at the UK’s external borders. The Covid-19 pandemic and Brexit have both highlighted what has long be true, but also raised new issues about the territorial Constitution. This article discuss devolution in the shadow of both Brexit and pandemic, and what this means for the future.
