Abstract

The European Federo-regionalism in the Emergency Democracy from Sars-Cov2: ‘new’ focusing event or policy window? – The Sars-Cov2 pandemic has produced a series of new challenges to democracy and to the ‘pluralist core’ that characterizes contemporary liberal democratic systems. With a contextually situated approach, the analysis aims to investigate the emergency performance of European federo-regional systems in order to verify their ‘state of health’ after the stress test of Covid 19 to track down new “federal pathologies” or “comorbidities”. The pandemic is considered in the dimension of a complex intergovernmental problem rather than in that of a ‘crisis’, given the centrality assumed by coordination and intergovernmental cooperation in the effectiveness of the response of composite systems. The aim is to highlight the relationship between the pandemic emergency and ‘proactive’ territorial autonomy which involves the ‘rediscovery’ of the shared-rule principle.
