Abstract

The essay focuses on the comparison between two figures within the Italian and Spanish governments: namely, the Sottosegretario alla Presidenza del Consiglio, with functions of Secretary of the Council of Ministers, and the Ministro de la Presidencia. The thesis that is being argued is that these two roles, despite significant differences in their legal frameworks, are emblematic of the strengthening over time of the monocratic element within their respective governments. In Italy, this was formally recognized with the implementation of the last paragraph of Article 95 of the Constitution. This reflection will be conducted based on a comparison of the status, powers, and functions of these figures in the two systems, as well as their development through a combination of written sources and practices.
