The Regions in the Constitutional Pandemic – The formula ‘constitutional pandemic’ sums up well what, in point of law, happened last year (2021) but has not yet ended. The pandemic, in fact, affected people as well as constitutional institutions. Just as the Covid-19 virus introduced itself into the organisms of human beings, all over the world, so too has it spread into the form of state and government, altering their regular functioning. What institutional scenario will we have once the pandemic is over? In terms of sources, it is reasonable to imagine that everything will return to a substantial normality. On the other hand, for relations between the State and the Regions, one can foresee, though not hope for, a trail of conflict, due to the consequences of the competences claimed, by one and the other, in the fight against the virus.
