The phenomenon of globalization with the increasing development of supranational regional integration processes have marked a major break with the traditional approach used in the study of the sources. The object of this paper is to analyze the increasing pluralism of legal sources that characterizes composite States and to highlight the territorial articulation which has its ‘base’ in the vertical distribution of legislative powers between a plurality of institutional levels as well as in the ‘type’ of relationship existing between them. Furthermore, the aim is to analyze the an and quomodo of the transformation of sources’ legal system in federal-regional States in the context of a more general “constitutional law crisis” or “emergency law”, starting from the economic crisis of the 2007-08 years and evermore in the current phase marked by the pandemic emergency of the “corona-virus”.
