Abstract: The aim of the present shor is to celebrate the eminent scholar Paolo Carrozza, who died prematurely. The essay recalls prof. Carrozza's natural and constant attraction to cultural minorities: by investigating their legal status and their relations with majorities, prof. Carrozza became one of the most premiment experts on federalist matters. He has been one of the first thinkers who linked the study of the federal processes to the value and the guarantee of social and political pluralism.
