Abstract: Democracy of (and within) parties: the Constituents’ approach – The Italian Constitution is the first example, between democracies, of party constitutionalization. The decision making process was complex. The result is
intermediate between post-war France and West Germany. The specific identity of the Communist Party had to be taken into account. For this reason, a law on parties will never be approved in Italy. They have "a so-called external institutionality".
In conclusion, the counter-forces to the democracy of parties, to the republic of parties, as the Italian form of government has been defined, are examined.
