Abstract

The advent of the Covid-19 virus in Europe has dramatically upset daily lives of the different national communities, affecting all aspects of national and European political life. Among others, the pandemic emergency has concerned relations between different levels of  government. In particular, one of the most sensitive issues that affected relations between national governments and the European institutions is represented by measures restricting the free movement of people and goods. This article aims to reconstruct the main measures taken at the European level and to make some preliminary considerations on the effects that these positions could have on the long-standing problem of ‘territorial’ issue of the Union.
