Abstract

The division of administrative functions within the composite States in Europe. The role of cities in post-pandemic development models – This paper aims to analyze the role of cities in developing management models of authority and administrative functions as a direct or indirect consequence of the Covid-19 pandemic crisis. From this point of view, recognizing the constitutional status of the large cities might enable a positive solution to problems – refugees, immigration, social solidarity, accessibility of essential services, the use of adequate housing, and climatic emergencies – and promoting local government reform to achieve these goals. The essay also considers the experiences of large European cities and the forecasts of some recovery and resilience plans to see if resources have been allocated to cities.
