The essay analyses the Fundamental Law of the Vatican City State promulgated by Leo XIV on 31 July 2026. After situating it historically and within the octroyée constitutional model, it examines the text Title by Title against the 2023 and 2000 laws, identifying the amendments that rationalise the form of government and strengthen the Governorate. It highlights the revised preamble, no longer grounded in the Petrine munus, and the antinomies still affecting judicial protection. Finally, in light of international commitments and the Italian constitutional order, it discusses the risk of inverting the State's instrumental relationship with the Holy See.
