According to different international treaties and declarations, citizenship is a right of individuals. However, on the one hand, international law itself seems to lack the necessary tools to make this right effective, that is to guarantee that individuals have a citizenship or a particular citizenship; and, on the other hand, even at the national level the regulations on the matter still seem to configure the acquisition of citizenship as a concession rather than a right. Nonetheless, the right to citizenship, in societies which are highly composite and subject to huge migratory flows, could represent a tool of primary importance for guaranteeing the integration of foreigners and the development of the society in a cohesive and peaceful way. This operation passes through a revitalization of the inclusive role of citizenship, which instead is increasingly considered, also by virtue of the relevant policies and regulations, as a factor of exclusion.
