Abstract

The evolution of the semi-presidentialism system in Central-Eastern Europe: Croatia, Poland, Romania. – The article examines the evolution of the semi-presidential system of Croatia, Poland and Romania. Three States which, following the fall of the communist regime, opted for a strengthening of the powers entrusted by the Constitution to the President of the Republic elected by the citizens but which subsequently, through the revision of the Constitution or the adoption of a new one, reduced them in favor of the Prime Minister-Government, Parliament relationship. However, the recent crises have called this constitutional structure into question, urging the active political intervention of the Head of State. The article examines its dynamics in each country in the light of constitutional practice and scholarly reflections.
