Between fact and law: the tangle of Italian regionalism under the test of the Covid-19 emergency – After a brief terminological reflection on emergency, the contribution questions the effect of the health emergency caused by the spread of Covid-19 on the Italian regional system. Particularly, it is argued that the pandemic represented a formidable stress test for a system already affected by a series of pathological tendencies highlighted since the reform of Title V of the Italian Constitution in 2001. Finally, it calls for a reflection on both the current distribution of competences and the absence of suitable institutional venues for cooperation between State and Regions.
