Abstract

The outbreak of the Covid-19 pandemic in Europe has forced the European Union and its Institutions to accelerate the debate on the “solidarity” between the Member States with reference to the countermeasures to be taken to face this huge socio-economic crisis. This essay traces the stages of the EU's response to Coronavirus by all the institutions (European Council, Commission, European Parliament, ECB, Eurogroup...), questioning the conditionality of old measures, such as the ESM, and new ones, such as SURE, in an attempt to understand to what extent the “spirit of solidarity” actually takes place and reflect on the EU’s political-constitutional structure.
