Abstract

This essay aims to deepen the meaning to be attributed to the link between the protection of the EU budget and the defense of the rule of law built by Regulation (EU, Euratom) 2020/2092, in the broader perspective of the process of European integration or – in a more futuristic way – the potential reading of the European Union as a constitutional order. Through a contextualized analysis of the aforementioned regulation, so taking into account, on the one hand, the judicial events related to it, and on the other hand, the political-institutional and consequently normative shifts related to the post-pandemic economic and social crisis, an attempt will be made to verify the value and constitutional potential of the regulation, developed along the tracks of the principle of solidarity.
