Hyper-presidential convergences in Southern Africa: Namibia, Zambia and Zimbabwe – Namibia, Zambia and Zimbabwe are three Southern African states that have a degenerative version of presidentialism in implementation practice, namely the hyperpresidential system. In all three legal orders, the president acquires enormous authority, with direct control over the legislative, executive and judicial branches of power. In addition, the lack of a strong political opposition contributes even more to consolidating the preeminent role of the Head of State and perpetuating its governability. Despite efforts to reform these political systems, presidential power remains predominant, seriously undermining human rights, democracy and political participation.
