Abstract

The many facets of presidential systems – The monographic section concerns the organization and functioning of presidentialism in a broad sense, including the presidential and semi-presidential forms of government and also that of South Africa with a President elected by Parliament but head of the executive power. The state of the presidential systems also presents problems within the democratic States (including the United States of America and France) and assumes a degenerative connotation in the majority of the states of Latin America, Africa and Asia. In the context of a democratic regression at a global level, populist personalities with autocratic temptations are emerging and illiberal or openly authoritarian presidentialisms are multiplying.
