The influence of the form of government on the dynamics of war decisions. Reflections between the French semi-presidentialism and the Italian parliamentarism

The reflection on the French semi-presidential experience, whose Constitution aligns itself, in the fundamental principles, with the concept of war and limitation of sovereignty that is referred to in the Italian Constitution, is as a preparatory passage to the analysis of "reactions" to the war emergency of the two forms of government, French semi-presidential and Italian parliamentary, which, although characterized by different assumptions in the relations between the constitutional organs, do not appear so distant in the decisions taken with respect to the "war".
