Abstract

The Covid-19 pandemic, in Poland and Hungary, as a possible chance to intensify the illiberal change of institutions - The outbreak of the Covid-19 pandemic was an opportunity to test how different regimes react to an emergency, and this also applies to such ‘illiberal democracies’ as Poland and Hungary. The two cases resemble to each other even for the repercussions on electoral matters in a game of similarities and differences. The approach in these countries has proven similar in terms of democratic decay, with this ostensible difference: in enforcement of the Basic Law a state of emergency was adopted in Hungary, yet this state is in itself dubious as to the respect of certain standards. In Poland, a constitutional state of emergency which could be fully complying with the foresaid standards has been discarded, only to introduce one which has a lower level of legitimacy.
