La considerazione delle persone vulnerabili tra forti proclami internazionali e deboli risposte interne, durante la prima fase di vigenza delle misure di contrasto al Covid-19
Abstract
The Covid-19 pandemic has had a devastating impact on the lives of much of the world's population. But some categories of people, such as the elderly, the sick, the disabled, but also children and adolescents have suffered particularly from the effects of the virus: these categories of people are commonly defined as “vulnerable”. The purpose of this paper is to verify whether and how the state regulations issued to deal with the pandemic have considered the needs of the weakest. At the same time, it is relevant to understand if new forms have been added to previous forms of vulnerability and how this circumstance questions us about the role of law in relation to this condition of the human being.
