The article offers a comparative
perspective on the management of Covid-19 health crisis in Slovenia, Croatia, Bosnia-
Herzegovina, and Serbia. It focuses, in particular, on the reconstruction of different reactions
taken by the four countries to contain the spread of the disease through an exam of
constitutional provisions devoted to the state of emergency, as well as other possible solutions envisaged by the four legal orders to deal with the Coronavirus pandemic, such as the state of epidemic and the state of natural disaster. It then examines the containment measures adopted by the four countries during the lockdown of the phase one, and their gradual attenuation currently undergoing under the phase two. The main aim of the article is to verify the repercussions of Covid-19 pandemic on the democratic development not only in more fragile democracies, such as Serbia and Bosnia-Herzegovina, but also in the two EU member states, Slovenia and Croatia, where the democratic consolidation has been notably more successful.
