Illegal Immigration: The Rwanda Plan between inter-governmental agreements, legislation and jurisprudence
Abstract
The entry into force of the Safety of Rwanda (Asylum and Immigration) Act 2024 marked a crucial moment in the British Government’s policy against illegal immigration. The approval of the law comes at the end of a tormented parliamentary process which in turn is part of a long history of political conflicts, international agreements, judicial judgements and legislative deliberations. The aim of this paper is to retrace the stages of this complex affair in order to understand the meaning of the interrelations between the decisions taken by its multiple and varied protagonists, called upon to express themselves on levels that are certainly different but inevitably intertwined.
