Abstract

Th e research highlight s the widespread critical issues emerging in the center periphery relationship in relation to the different phases of the emergency period, noting how the widespread excesses of role by the Regions have produced
remarkable dysfunctions which have resulted i n inevitable asymmetries operational and decision making between the different levels of government, causing a real institutional short circuit and a conspicuous compression of the principle of loyal cooperation.
