State and autonomies: a comparison between Spain and Italy – The Covid-19 pandemic has forced governments of all States around the world to adopt unprecedented prevention and contrast acts. The aim of this paper is to propose an analysis of the models to manage the emergency used by Spain and Italy, concerning the relations between State and autonomies.
