From emergency to risk in comparative public law: an introduction –This article offers a reflection on the transition from the paradigm of emergency to that of risk regulation in public law. After recalling the terms of the question (with the distinction between exception and emergency), the contribution stresses the advantages that the perspective of risk presents in order to ensure rational management of persistent threats. These considerations are particularly relevant in the light of the pandemic situation.
