Abstract

Abstract: The Second Chamber issue: the bicameralism reform projects in the prism of comparative law - The research of the perfect formula of bicameralism is not a new issue. The question of shuttles and the number of parliamentarians represent two false problems. The reform of Italian bicameralism involves giving it a new meaning. Calderoli draft, Violante draft and Boschi-Renzi reform were the most significant attempts to create a federal Senate. The indirect election of the members of the Second Chamber, the unicameral relationship of trust between Government and Parliament and the fragmentation of the legislative process can be considered useful elements for the reform of bicameralism. The Vienna Federal Council represents a possible model for a reformation of the Italian bicameral system.
