Public powers and health emergency: the statehood gaps – The article addresses the different approaches of the main continental administrative systems (Italy, France and Germany) to the recent Covid-19 health emergency by highlighting the different measures and sources resorted to tackle the crisis. The analysis of the actions undertaken by policy-makers to ensure the timely supply of personal protective equipment and the guarantees that governmental authorities had to weigh against healthcare concerns offer instructive examples of those gaps of statehood that exist among the legal systems taken into consideration.
