To extreme ills, extreme remedies: maladministration and anti-corruption measures in Albania
Abstract
International organizations have outlined that in Albania there is an endemic type of corruption. The mechanisms (formal and informal) put in place by the politics during these 20 years of the country democratic transition, have played a role of corruption promotion in P.A and judiciary spreading a corruption culture throughout the society. In order to fulfil the obligations deriving from the EU conditionality, the Parliament has approved a new constitutional reform providing for unique anti-corruption measures. The article deals with these issues, taking into consideration the evolution of the criminal law on corruption, the novelties introduced by the P.A. reform and the controversial measures adopted in the last constitutional reform.
