Abstract

Gender budgeting in Europe: prospectives from Italy and Spain - In this research paper, the aim is to investigate why there’s such a big gap in gender equality and gender budgeting in the Spanish and Italian systems. This analysis is not easy or obvious and must be conducted as part of the European dimension of gender budgets in the context of Next Generation EU and the Recovery and Resilience Facility, as public intervention programming that are strongly oriented towards gender inclusion and combating gender discrimination, according to a system that is tightly bound between social conditionality (like those related to the pursuit of gender equality and environmental concerns) and financial conditionalities (like mechanisms capable of suspending or interrupting European funding to Member States that do not respect the values of the rule of law due to systemic deficiencies that could undermine the main objectives and proper spending of European programmes).
