On the nature of asymmetry in so-called ‘regional’ federalising processes: the request of a ‘spearheaded asymmetry’ by ethnoregionalist parties - This article examines the asymmetrical demands of ethnoregionalist parties within the context of those federalising processes defined as ‘regional states’. Focusing on Spain and Italy, the study introduces the concept of ‘spearheaded asymmetry’ to better understand these demands. Spearheaded asymmetry involves two key elements: the claim of maximum self-government, a temporary form of asymmetry where certain regions enjoy greater autonomy than others; and the demand for permanent differentiation, based on the linguistic or national character of the community inhabiting the region. While the first element is expected to disappear as federal consolidation occurs, the second should persist even in a fully developed federal system.
