This article examines the impact of artificial intelligence on constitutional and administrative law, arguing that digital technologies challenge traditional legal categories, public power, democratic governance, and fundamental rights. It explores the emergence of digital fundamental rights, the evolution of the post-social state, and the development of multilevel constitutionalism. Particular attention is devoted to European and Portuguese regulatory responses, emphasizing the need for effective legal safeguards, algorithmic accountability, and democratic and judicial oversight.
