Abstract: Whistleblowing in international organizations – This article examines whistleblowing in international organizations as an emerging institution of international administrative law. Through a comparative analysis of the UN Secretariat, UNICEF, WHO, and CERN, it explores the functions of whistleblowing, the scope of protection for whistleblowers and accused persons, the requirements for protected activity, and the roles of internal procedures and judicial review. It argues that whistleblowing is evolving from mere protection into a broader system of global governance, although the path toward coherent and effective protection remains long and incomplete.
