Il controllo di costituzionalità nell’emergenza: uno sguardo ai Paesi nordici dalla prospettiva di Norvegia e Finlandia

Abstract

Constitutional review in the age of emergencies: a view of the Nordic countries from the perspective of Norway and Finland - This paper proposes an analysis of the Nordic constitutional particularities under the test of the emergency, with particular regard to the Norwegian and Finnish systems of constitutional review, i.e. the two systems usually consider to be at the opposite ends of the spectrum. In particular, the judicial review of the Norwegian Supreme Court and the ex ante control of the Finnish Constitutional Law Committee are investigated. The results seem to display unusual practical scenarios compared to what one would expect.
